2 cups whole milk, divided

2 tbsp cocoa powder

1 (3.9 oz) box instant chocolate pudding & pie filling

1 cup whipped topping

Add ½ cup milk to a large heatproof bowl. Microwave until almost simmering, about 30 sec. Using a whisk, stir in the cocoa powder until dissolved. Add remaining 1½ cups milk and instant pudding. Whisk vigorously until combined, about 30 sec.

Using a spatula, gently fold in the whipped topping until fully combined. Divide mixture among 6 ice pop molds (refrigerate any leftover mixture to enjoy as pudding). Insert the ice pop sticks and freeze 6 hours or overnight, until solid. When ready to eat, run the pops under warm water for a few seconds to release from molds.
