Ingredients

> Cooking spray
> 1 cup all-purpose flour
> 1 cup granulated sugar, divided
> 1/4 cup + 3 tbsp cocoa powder, divided
> 2 tsp baking powder
> 1/4 tsp salt
> 3/4 cup whole milk
> 1/4 cup (1/2 stick) unsalted butter, melted
> 1 tsp vanilla extract
> 1/2 cup packed light brown sugar
> 1 1/4 cups boiling water
> Vanilla ice cream, to serve

Preheat oven to 350°F. Lightly grease a 2-quart baking dish with the cooking spray. In a large bowl, combine the flour, ½ cup granulated sugar, ¼ cup cocoa powder, baking powder, and salt. Add the milk, butter, and vanilla. Whisk until just combined. Transfer batter to prepared baking dish and smooth into an even layer. Set aside.

In a medium bowl, combine remaining ½ cup granulated sugar, light brown sugar, and remaining 3 tbsp cocoa powder. Sprinkle sugar mixture over cake batter in even layer. Slowly pour the boiling water over batter but do not mix water into batter. Bake 30–40 min., until center is almost set. Let cool 10 min. Serve with the ice cream.
