For the red layer:

3/4 cup canned sweetened condensed milk

1/2 cup boiling water, divided
For the blue layer:

1 (3 oz) pkg blue JELL-O ®

1/2 (0.25 oz) pkg unflavored gelatin

Make the red layer: Coat a 9x13-inch baking dish with the cooking spray. To a medium bowl, add the red Jell-O® and unflavored gelatin. Add the boiling water and whisk until fully combined. Pour into prepared baking dish. Refrigerate 20 min., until set.

Make the white layer: To a small bowl, add the cold water. Sprinkle the gelatin over water. Let sit 5 min. Meanwhile, in a medium bowl, combine the sweetened condensed milk with ¼ cup boiling water. Stir to combine. To gelatin mixture, add remaining ¼ cup boiling water, stirring to dissolve gelatin. Add gelatin mixture to condensed milk mixture and stir to combine. Very slowly and carefully pour milk mixture over red layer. Refrigerate 20 min., until set.

Make the blue layer: To a medium bowl, add the blue Jell-O® and unflavored gelatin. Add the boiling water and whisk until fully combined. Very carefully and slowly pour blue layer over set milk layer. Refrigerate at least 4 hours, until set. When ready to serve, run a knife around the edge of the pan and flip the set dessert out onto a cutting board. Using a 2-inch star-shaped cutter, cut out stars to serve.
